v0.23 - Expert + Downtime changes

Some more mechanical changes this week.
Updates:
- Reworked Downtime Activities:
- If you bring another drifter with you on a downtime activity, you can roll an additional dice towards that activity's action roll. It pays to stick together!
- If the activity involves a problem, you can spend Valuables to increase the effect you have on the problem. You've gotta spend money to make money.
- Reworked a couple of Expert abilities:
- Professional - Spending Poise now lets you gather information from a difficulty one step better than the current situation, rather than a flat "from Controlled" position. This was a little too strong, previously.
- Practice Makes Perfect is now a little more forgiving and more accessible. Now it only costs you OR the other drifter a downtime activity (instead of one from both of you), and the drifter who's learning the knack now gets it temporarily each time they practice it for a downtime. There's also some guidelines on how big to make the associated problem.
